1 Topic content and scope
This standard specifies the quality requirements and inspection methods of ballpoint pens.
This standard applies to all kinds of ballpoint pen cores and ballpoint pens filled with ink for ballpoint pens.

3 Product Categories
3.1 The specifications of the ball-point pen core are named 39, 67, 83, 96, 97, 101, 101-1, 106, 115, 140A, and 140B according to their length, ball diameter, and head diameter. See Appendix B for the specifications of the ball-point pen refills above.
3.2 According to the different materials and structures used in ball-point pen parts, it can be divided into advanced, intermediate, and ordinary ball-point pens. The decorative parts of metal rod sleeves or ballpoint pens with metal refills are decorated with high-quality products; plastic refills and plastic rods and sleeves are simple products with simple structures; intermediate ones are intermediate Product.
4 Technical requirements
4.1 The ball-point pen refill shall comply with the provisions in Table 1.

6 Inspection rules
Ballpoint pen inspection type inspection and factory inspection.
6.1 Type inspection
6.1.1 When one of the following situations occurs, type inspection must be performed;
a. During normal production, there should be regular inspections no less than twice a year;
b. When designing new products, improving the design of old products, and technical conditions for production have changed significantly
c. When production is suspended for three months or more, when production resumes;
d. When the national quality supervision agency introduces requirements for type inspection.
6.1.2 During type inspection, more than 80 products shall be randomly selected from the products as test samples, and 20 of them shall be taken as test samples to be inspected item by item according to all the items listed in Chapter 4. The acceptance rate of inspection is calculated as a single item. Except for the 4 parts of the appearance, in addition to the "complete parts" calculation of the pass rate based on a single item, the remaining three comprehensively calculate the pass rate (see Appendix A for details). In each inspection item, the passing of the scribe length, ball fixation, complete parts and flexibility of the core delivery mechanism must reach 100%. In case of unqualified items, samples can be taken for retesting once, and the retest results shall prevail. The pass rate for other technical requirements is 90%. If unqualified items occur, samples can be taken for retesting once in the test samples, and the test results should be judged according to the cumulative pass rate.
6.2 Factory inspection
6.2.1 Factory inspection shall be performed in accordance with GB2828.
6.6.2 Items inspected at the factory, classification of non-conformities, type of sampling plan, inspection level (IL), and acceptable quality level (AQL) shall be as specified in Table 4.

6.2.3 Determination of batch quality
The batch quality is judged by the number of unqualified products per 100 units of a single item. The inspection batch can be judged as qualified only when the product meets the qualified quality levels specified in categories A and B at the same time.
6.2.4 Disposal after inspection
a. Class A non-conforming products must not be shipped from the factory, and the production department can submit the products for inspection again after finishing. After passing the inspection, they can leave the factory. However, the initial inspection of this batch was still disqualified.
b. For Class B unqualified batches, the production department can rework or downgrade. When the product is downgraded, there should be obvious Chinese signs of degradation such as "by-products" or "foreign products."

6.2.4 Disposal after inspection

7 Marking, packaging, transportation, storage
7.1 Signs
7.1.1 Each ball-point pen refill shall be marked as follows:
a. Manufacturer name or its abbreviation or registered trademark;
b. Production date or batch number;
c. Product number.
7.1.2 Each ball-point pen core shall be marked as follows:
a. Manufacturer name or its abbreviation or registered trademark;
b. Production date or batch number;
c. Refills that can be used for archival writing should have the words "DA".
7.2 Packaging
7.2.1 The product name, model, count, manufacturer's name and address should be on the ball-point pen packaging box. The product box shall be accompanied by a product certificate.
7.2.2 The packing box shall be marked with the standard number, product name, model, manufacturer name, factory site, quality, volume, number of internal products, production date and other marks. The pictograms on the packing boxes should meet the requirements of GB191 and GB6388.
7.2.3 The packaging materials for transportation packaging shall be adapted to the needs of long-distance transportation.
7.3 Transport
During the transportation of the finished product, it is strictly forbidden to be exposed to the sun and rain and to prevent contact with organic gases.
7.4 Storage
7.4.1 Ballpoint pens should be stored in a dry and well-ventilated warehouse, with a storage temperature of 0-40 ° C and a relative humidity of not more than 80%.
7.4.2 The shelf life of ballpoint pens is two years from the date of production.
