How to inspect the quality of import and export goods?

Quality inspection of import and export goods, also known as quality inspection, refers to the use of various inspection methods, including sensory inspection, chemical inspection, instrumental analysis, physical testing, microbiology inspection, etc., to check the quality, specifications and grades of import and export commodities to determine whether they are in conformity with the import and export trade contracts (including the samples), standards and other provisions.
 
The scope of quality inspection is very wide, generally including appearance quality inspection and internal quality inspection of two aspects: appearance quality inspection is mainly on the appearance of goods, structure, pattern, color, smell, touch, defects, surface processing quality, surface defects and so on inspection; Internal quality inspection generally refers to the inspection of the types and contents of active ingredients, the limit of harmful substances, the chemical composition, physical properties, mechanical properties, technological quality and use effect of commodities. The same kind of goods according to different shape, size, shape, pattern, quantity, density, type of packaging and so on have different specifications.
 
 
 
 
 
 
1. Inspection agency: China Entry-Exit Inspection and Quarantine Bureau is the most authoritative and largest inspection agency in China. Generally, Chinese exports are inspected here. SGS of Switzerland is the most publicly funded commodity inspection agency in the world. It also has offices in major cities in China.
 
2. Fee: The fee shall be charged according to the value of the goods declared for inspection. It's usually about two thousandths of the value. Pricing is based on the value shown on the invoice used for export declaration.
 
3. Goods to be inspected: can be divided into several categories:
 
1) The customer needs commodity inspection. In order to ensure that the goods they receive are in accordance with the contract, they will ask you to conduct inspection and issue inspection documents.
 
2) China needs statutory inspection of goods. Some countries stipulate that goods must be inspected before export.
 
3) Goods requiring statutory inspection in the importing country. Importing countries may require certain Chinese exports to be inspected. The inspection may be carried out either in China or at the place of import.
 
 
Statutory inspection refers to the customs declaration above the supervision condition is A (import) or B (export) of the goods, at the time of declaration must provide the customs clearance bureau to the customs.
 
 
If there is no A or B, it is not legally inspected goods. It is not necessary to provide the customs clearance form at the customs declaration.
 
 
Commodity inspection, the correct meaning is the abbreviation for commodity inspection, is a part of the work of the Entry-Exit Inspection and Quarantine Bureau. But usually the industry will call all import and export goods inspection and quarantine as commodity inspection, in fact, here the meaning of commodity inspection should be: plant quarantine, commodity inspection, health quarantine, namely three inspections.
 
 
All import and export goods must be inspected. But it doesn't have to be a legal test.
 
This is very important, and this is why many people confuse inspection with statutory inspection.
 
Statutory inspection is required only for goods that meet the following conditions:
 
 
1. Goods specified in the catalogue requiring statutory inspection
 
2. American, Japanese, Korean and European Union goods
 
3. Goods with specific tax exemption certificates
 
4. Other goods requiring statutory inspection
 
 
 
The process of commodity inspection:
 
Import commodity inspection shall implement the principle of first clearance, then inspection and quarantine.
 
 
First determine whether the goods are legally inspected. (i.e. check whether there is A in the customs declaration form.) If not, there is no need for the immigration clearance form at the time of declaration. It means the goods are not legally inspected.
 
 
If so, it is necessary to provide the information to the commodity inspection Bureau for commodity inspection. The commodity inspection personnel will review the written materials provided, and determine whether the goods need to be inspected on the site according to the written description of the goods. The items inspected at the site usually include plant quarantine, commodity inspection, health quarantine, and an entry clearance form, which can be used for customs declaration.
 
 
If the commodity inspection personnel on the goods out of the site for commodity inspection, then after the customs release, the goods need to be consigned to the site designated by the Commodity Inspection Bureau for site inspection. The goods were then allowed to arrive at their destination.
